Analysis of Policy Issues Relating to Public Investment in Private Freight Infrastructure, MTI Report 99-03
The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University conducted this study to review the issues and implications involved in the investment of public funds in private freight infrastructure. After thorough legal research, the project team reached the following conclusions: LEGAL ANALYSIS: The California legislature has the legal power to invest public funds in privately-owned freight infrastructure projects State Highway funds, excepting gas tax revenues, may be used for investment in freight infrastructure projects. Gas tax revenues are restricted to highway use by current interpretations of the California Constitution. A challenge to this interpretation is not recommended. Gas tax revenues may be invested in roadway segments of freight infrastructure projects. RECOMMENDATIONS An analytical system of guidelines should be developed to score and evaluate any proposed freight infrastructure project. Economic development must be included in these scoring guidelines. Public agencies should maintain political contacts in order to control the political short-circuits of the planning process. The California Department of Transportation should develop a Freight Improvement Priority System for the purpose of prioritizing all freight improvement projects
Historical perspective on astrophysical MHD simulations
This contribution contains the introductory remarks that I presented at IAU
Symposium 270 on ``Computational Star Formation" held in Barcelona, Spain, May
31 -- June 4, 2010. I discuss the historical development of numerical MHD
methods in astrophysics from a personal perspective. The recent advent of
robust, higher order-accurate MHD algorithms and adaptive mesh refinement
numerical simulations promises to greatly improve our understanding of the role

The Impact of Permanent Disability on Rural Households: River Blindness in Guinea
SUMMARY This article examines the impact of permanent disability on households, based on a 1987 field study in highly endemic areas of onchocerciasis (river blindness) in Guinea (Conakry). Preliminary results are used to model the interaction of the blinding form of the disease with a young household over a 15?year period, revealing a process of household impoverishment often overlooked when the unit of analysis is the individual. This identifies effects on different household members and those most in need. Similar analysis could help foresee social and economic effects of the growing problem of AIDS. Resumé Les conséquences d'une invalidité permanente pour les familles d'exploitants agricoles: cécité des rivières en Guinée Cet article examine les conséquences d'une invalidité permanente pour les familles agricoles. Il est basé sur une étude de cas faite en 1987 dans des régions de Guinée où l'onchocerciasis est extrèment endémique. Des résultats préliminaires sont utilisés pour démontrer les implications des formes de la maladie entraînant la cécité avec une famille jeune et sur une période de 15 ans; cette étude révèle un processus d'appauvrissement très fréquemment négligé lorsque l'analyse est effectuée au niveau individuel. Cette étude identifie les effets sur les différents membres de la famille et sur ceux le plus en difficulté. Une analyse semblable pourrait contribuer à prevoir les effets economiques et sociaux que représente le problème croissant posé par le SIDA. Resumen El impacto de incapacitatión permanente en los hogares rurales. La ceguera de Río en Guinea Este artículo examina el impacto de la incapacitación permanente en los hogares, basándose en un estudio de campo en áreas altamente endémicas de onchocerciasis (ceguera de río) en Conakry, Guinea, efectuado en 1987. Los resultados preliminares se usan para modelar la interacción entre la enfermedad en su forma de ceguera con un joven jefe de hogar durante 15 años, revelándose un proceso de empobrecimiento del hogar, a menudo pasado por alto cuando la unidad analítica es el individuo afectado. Esto identifica efectos en los diversos miembros del hogar y en los más necesitados. Análisis similares ayudarían a preveer los efectos sociales y económicos del creciente problema SIDA
